New Delhi: Andhra Pradesh Chief Minister Nara Chandrababu Naidu on Thursday presented an ambitious long-term development roadmap titled ‘Swarnandhra @2047’ at the 11th Governing Council Meeting of NITI Aayog held in New Delhi. The vision document aligns with the national goal of ‘Viksit Bharat @2047’ and outlines Andhra Pradesh’s strategy for economic growth, poverty eradication, technological advancement, and human resource development.
Addressing the council meeting, Chandrababu Naidu emphasized that Andhra Pradesh is committed to becoming one of India’s leading growth engines by 2047. He highlighted that the state’s transparent governance model and investor-friendly policies have attracted investments worth over ₹23 lakh crore in the last two years, creating a strong foundation for future development. 📈
The Chief Minister stated that the Swarnandhra roadmap focuses on three key objectives: eliminating poverty, generating large-scale employment opportunities, and enhancing skill development among the youth. He noted that the government is working to ensure inclusive growth and sustainable development across all sectors.
💡 Technology-Driven Governance
Chandrababu Naidu explained that Andhra Pradesh is leveraging advanced technologies to improve governance and public service delivery. The state is actively using predictive tools such as Real-Time Governance Society (RTGS), Artificial Intelligence (AI), and the AWARE platform to enhance administrative efficiency and decision-making.
He stressed that states should avoid unhealthy competition for attracting investments and instead focus on strengthening infrastructure, policy stability, and long-term sustainability. According to him, collaborative growth among states is essential for achieving the vision of a developed India.
🏠 Seven Basic Needs for Every Family
The Chief Minister reiterated his government’s commitment to ensuring that every household has access to seven essential services, including housing, drinking water, electricity, healthcare, education, digital connectivity, and livelihood opportunities. These initiatives form a crucial part of the Swarnandhra vision aimed at improving the quality of life for all citizens.
🤝 P4-MBK 10-20 Initiative
Naidu also introduced the innovative ‘P4-MBK 10-20’ programme, designed to bridge socio-economic gaps by encouraging the top 10 percent of society to support and uplift the bottom 20 percent. The initiative seeks to promote social responsibility and inclusive development across the state.
🏥 Project Sanjeevani for Preventive Healthcare
In the healthcare sector, the Chief Minister announced the implementation of ‘Project Sanjeevani’, a major initiative focused on preventive healthcare and digital health records. The project aims to improve healthcare accessibility while enabling early detection and management of diseases through technology-based solutions.
🎓 AI Learning and Quantum Technology for Students
Highlighting the importance of future-ready education, Chandrababu Naidu revealed plans to introduce AI learning, quantum technologies, and advanced skilling programmes in educational institutions. These initiatives are intended to equip students with cutting-edge skills required in emerging industries and global job markets.
👶 New Population Management Policy on the Way
Expressing concern over Andhra Pradesh’s declining fertility rate, which has fallen below 1.5 percent, the Chief Minister announced that the state government will introduce a new Population Management Policy. He warned that a shrinking population and ageing workforce could pose significant challenges in the future, including labour shortages and economic pressures.
The proposed policy will focus on ensuring adequate human resources for the state’s long-term development while addressing demographic challenges in a balanced and sustainable manner.

Concluding his address, Chandrababu Naidu reaffirmed Andhra Pradesh’s commitment to working closely with the Central Government and NITI Aayog to achieve the national objective of Viksit Bharat 2047. He expressed confidence that through innovation, technology, investments, and people-centric governance, Andhra Pradesh can emerge as a model state and play a significant role in India’s development journey.
